为什么学“承诺与目标”

议论文的“方案段”、活动策划、倡议书的目标句,学生几乎只有一个写法:

We will try our best to protect the environment. The government wants to reduce pollution a lot. We hope it will be better in the future.

三句话读下来,读者不知道目标是多少、什么时候达成、跟原来比进步了多少、靠什么落地。这正是《金融时报》气候与政策报道最擅长的地方:它写目标,永远带着四个坐标——幅度(多少个百分点)、目标年、基准年、落实清单。数字一旦锚定,承诺就从愿望变成计划。

今天从一篇英国宣布 2035 年减排 78% 的报道里,抽 4 个句型:怎么承诺、怎么量化、怎么定位进步、怎么列落实清单。

为什么好

commit to 后面接名词短语(steeper cuts),而不是 promise to cut more——commit to 是“承诺承担”,语气比 plan to 有约束力。as it prepares to host ... 用 as 从句交代时机与压力:不是想承诺,而是因为要主办大会、要在台上说话。句尾 according to people briefed on the plan 是新闻式来源限定——消息尚未官宣,说清楚“据谁所言”,比直接断言更稳。学生写同意思通常是:Our school will have an activity. We want to save water. This is important.
