写「监管」「处罚」「公平竞争」这类话题,学生的句子会立刻退回小学:The government fined Google a lot of money. Google did something wrong. This is not fair to other companies. 三句语法都对,但读完只留下一个印象:作者知道有这件事,却不知道这件事是怎么被定性的、会波及谁、罚完之后要改什么。今天我们看《金融时报》(FT) 2021年6月这篇635词的报道:法国竞争监管机构以「滥用在线广告市场主导地位」为由,对谷歌开出2.2亿欧元罚单,并规定其调整在法国的运营方式三年。这篇报道的骨架非常干净——先定性违规,再交代手段,然后给后果定性,接着谈和解与外溢,最后落到补救措施。下面5个表达,正好把这条链补全。

2. slant the playing field —— 用三个词说清「竞争不公平」

为什么好: 学生写「不公平」,永远是 This is not fair to other companies. 而 slant 是一个动词:本义是「使倾斜」。slant the playing field(把场地弄斜)比 unfair 高一个层次——它承认比赛还在继续、规则也没被写死,但场地本身被动了手脚。这正好是反垄断案件的精确表述:不是「不许竞争」,而是「你在自己家的场地上比赛」。注意 FT 用引号把这句标出来,说明这是监管者的原话,属于可引用的定性句。

为什么好: 学生写「这个事件会影响其他案件」,只会 This will affect other cases too. 而 ammunition(弹药)把「影响」变成了一个有攻击性的比喻:一个判决不是「参考」,而是送进别人枪膛里的子弹。英语写作里,这类「战争隐喻」极常见:give ammunition to(授人以柄/提供弹药)、a legal weapon、a battleground。它们比 affect 更有方向感——你一下就明白「谁拿到了好处、要用来打谁」。

为什么好: 学生写「罚得很重」,只会 The punishment is very heavy. 这里 FT 换了两个层次来表达。第一个是 qualify sth as + 形容词:把「认为」升级为「法律上认定为」——qualify 是「定性」的专业动词,一句话就把「严重程度」变成了案件的属性。第二个是 strident(措辞尖锐、刺耳):形容的不是罚款数字,而是裁决书的语气。这一步很多学生想不到——评价一份文件,可以从「它说话的分寸」入手。

为什么好: 学生写「想办法解决」,只有 The government should solve this problem. 这句话给了三件很多人写不出来的东西。第一,remedies(补救措施)——反垄断语境下的专有名词,比 solutions 精确;第二,be designed to do——说明「这个措施是有目的的」,而不是碰巧;第三,interoperability(互操作性,指不同系统之间能互相打通)——一个能解释「为什么打通接口就是帮助竞争对手」的抽象名词。更值得学的是让步收尾:先用 while the fine was on the “lower” side 承认罚款不算高,再转折到「真正的重点是补救措施」——先让一步,再说重点,这正是高分作文的收束方式。
