We should protect the environment. Everyone must take action. It is very important.

Greece’s tourism minister has called on EU leaders to “move more quickly” to embrace the vaccine certificates that could allow mass travel to resume, as Athens seeks to repair a holiday industry that has been battered by the coronavirus pandemic.

The introduction of vaccination passports that could allow leisure and business travellers to move between countries after being inoculated will be discussed at the EU summit that begins on Thursday.

Member states led by Greece floated the idea last month but the bloc is divided and diplomats see early adoption of the proposed system as unlikely, because of fears they will set up a discriminatory two-tier system of citizens’ travel rights.

It has found support from member states with large tourism sectors or concerns about travel from neighbouring countries with higher infection rates, but countries including Germany and France have remain unconvinced.

One fear is that vaccine passports would stoke public anger or even legal action by those who are prevented from travelling simply because they have not yet reached their turn in the inoculation queue.

He also insisted that vaccinations would not be mandatory for travel and only meant that those who had been inoculated would not have to take a Covid-19 test to enter the country.

句型一:呼吁 + 目的 + as 背景 —— has called on sb to do …, as [主体] seeks to …

[人物], [身份], has called on [对象] to do [动作] to embrace [方案] that could allow [对象] to [结果], as [主体] seeks to repair [受影响的事] that has been battered by [原因]

FT 原文

Greece’s tourism minister has called on EU leaders to “move more quickly” to embrace the vaccine certificates that could allow mass travel to resume, as Athens seeks to repair a holiday industry that has been battered by the coronavirus pandemic.

call on sb to do 是公开呼吁,有明确的施压对象(EU leaders),比 should 多出一个“向谁呼吁”的行为主体;that could allow mass travel to resume 用定语从句交代方案的能力(它能让什么发生),而不是另起一句 It can make travel start again;句尾 as Athens seeks to repair a holiday industry that has been battered by ... The Greek government called on the EU. They want the EU to accept vaccine certificates. This can help travel. Greek tourism is badly hit.

The school should ask students to protect the old street. The old street is important. It is badly damaged.

The history club has called on the school to “act now” to protect the old street that could give students a real sense of the past, as residents seek to save a lane that has been battered by years of heavy traffic.

[主体], [身份], has called on [对象] to do [动作], as [主体] seeks to [目的]

  • 环保话题(仿写示例):The student union has called on the city council to move more quickly to open riverside paths that could allow residents to cycle to school, as campaigners seek to cut a street that has been choked by traffic for a decade.
  • 教育话题(仿写示例):Parent groups have called on the district to “act faster” to fund after-school reading rooms that could keep children off screens, as teachers seek to repair a habit that has been weakened by two years of online classes.

句型二:提案上桌 + 分歧压缩 —— will be discussed at … / floated the idea … but …

The introduction of [方案] that could allow sb to do [动作] will be discussed at [会议] that begins on [时间] + [一方] floated the idea [时间] but [组织] is divided and [观察者] see [结果] as unlikely, because of fears [担心]

FT 原文

The introduction of vaccination passports that could allow leisure and business travellers to move between countries after being inoculated will be discussed at the EU summit that begins on Thursday.

Member states led by Greece floated the idea last month but the bloc is divided and diplomats see early adoption of the proposed system as unlikely, because of fears they will set up a discriminatory two-tier system of citizens’ travel rights.

第一句用名词化主语 The introduction of … 开头——提案不是“人提的”,而是“被提出来的”,一句话就把重心放在议程上;will be discussed at the summit that begins on Thursday 把时间和场合一并交代。第二句是全篇最值得模仿的分歧压缩句:floated the idea(试探性提出)→ but → is divided(内部分裂)→ see X as unlikely(专业判断)→ because of fears ...(顾虑本身)。 Some countries agree. Some countries do not agree.,读者看不到分歧的结构。

Our class has an idea about a phone-free lunch. Many students agree and many students do not agree. It is difficult.

The introduction of a phone-free lunch hour that could allow students to talk face to face will be discussed at the class meeting that begins on Monday. The student council floated the idea last month but the class is divided and form teachers see early adoption of the proposed rule as unlikely, because of fears it will set up two sets of rules for boarders and day students.

The introduction of [方案] that could allow [对象] to [结果] will be discussed at [场合] that begins on [时间]. [一方] floated the idea [时间] but [组织] is divided and [观察者] see early adoption of the proposed [方案] as unlikely, because of fears [顾虑].

The introduction of morning reading that could allow students to start the day calmly will be discussed at the staff meeting that begins on Friday.
  • 环保话题(仿写示例):Town councillors floated the idea of a car-free centre last spring but the town is divided and planners see early adoption of the proposed ban as unlikely, because of fears it will push traffic into residential streets.

句型三:支持与保留 —— has found support from …, but countries including … remain unconvinced

It has found support from [赞成方 + 定语短语], but countries including [举例 1] and [举例 2] have remain unconvinced.

FT 原文

It has found support from member states with large tourism sectors or concerns about travel from neighbouring countries with higher infection rates, but countries including Germany and France have remain unconvinced.

found support from 是“获得……支持”,主语仍可以是方案本身(It),不必硬造 The scheme has supporters;后面的 with large tourism sectors or concerns about ...

Many people like this plan. But Germany and France do not like it.

It has found support from schools with crowded canteens or concerns about food waste, but leading families including those on the parent committee have remained unconvinced.

It has found support from [对象] with [条件 A] or concerns about [条件 B], but [方面] including [举例] have remained unconvinced.

It has found support from teachers with large classes or concerns about marking time, but departments including maths and physics have remained unconvinced.
It has found support from families with long commutes or concerns about road safety, but residents including those near the new junction have remained unconvinced.

One fear is that … / insisted that … would not be … and only meant that …

One fear is that [方案] would stoke [情绪] or even [后果] by those who [条件] + [人物] also insisted that [方案] would not be [被误读的意思] and only meant that [真实边界]

FT 原文

One fear is that vaccine passports would stoke public anger or even legal action by those who are prevented from travelling simply because they have not yet reached their turn in the inoculation queue.

He also insisted that vaccinations would not be mandatory for travel and only meant that those who had been inoculated would not have to take a Covid-19 test to enter the country.

One fear is that ... 主动把最尖锐的反对意见摆到台面上(这是让步),再让 would stoke public anger or even legal action by those who ... 第二句是澄清误解的标准句式:would not be A ... and only meant that B——先否掉最重的解读(不是强制接种),再给出真实边界(只是免检测)。

Some students think the new rule is too strict. The teacher said the rule is not strict. It is only for safety.

One fear is that a phone ban would stoke resentment or even quiet rule-breaking by those who are simply using their phones to check on a sick grandparent. The head teacher also insisted that the rule would not be a ban on phones at school and only meant that they would stay in lockers during lessons.

One fear is that [方案] would stoke [情绪] or even [后果] by those who [条件]. [人物] also insisted that [方案] would not be [被误读的意思] and only meant that [真实边界].

  • 校园话题(仿写示例):One fear is that the new timetable would stoke anxiety or even last-minute absences among those who are simply not early risers. The committee also insisted that the change would not add lessons and only meant that the first period would start half an hour later.
  • 环保话题(仿写示例):One fear is that a plastic charge would stoke anger or even informal markets by those who simply cannot afford reusable bottles. Officials also insisted that the charge would not ban bottled water and only meant that shops would list it separately on receipts.

  1. 呼吁四问:写完任何一句“呼吁/建议”,回头补四样东西——向谁呼吁(call on sb)、方案能做到什么(that could allow …)、为什么是现在(as … seeks to …)、谁还有保留(found support from … but … remain unconvinced)。
  2. 两个表达升级:把 The government should … 换成 has called on [对象] to do ...;把 Some people disagree 换成 has found support from [方面], but [方面] have remained unconvinced。
One fear is that ... would stoke ... by those who ...。
